His name was Budd Dwyer, Pennsylvania Sec. of Treasury, got caught running off with the dough so he called a news conference and blew his head off in front of the cameras which was broadcast live. Fuel was from Harrisburg, PA and obviously impressed by this so they wrote it down in a song.
