I believe with the whole napalm talk followed by that final sentence, for mine it refers to how he think the war will end. It wasn't going to be won with peace treaties or ceasefires, it was going to be won with destruction and devices like napalm, or to put it a bit better, he felt confident 'victory' would come through napalm and other devices. In any case, it doesn't seem to bother him that much.

It seems to me that he is sad that the war is going to end. He loves what he does. He doesn't understand the suffering that those around him are going through. To him its a game to the grunts and the Vietcong its survival.

Do your own homework :-p The upbeat, confident way he says it right after after talking about victory -- to me it's nothing to do with weariness. He's clearly confident that with enough victories like this one, there will be no more battles left to fight.
